2014 Cruze LT temp gauge won't go up

I have a 2014 Cruze LT with the 1.8L and 115000 miles on it. Lately the temp gauge has been going up less and less until finally in barely went up at all. I realized I was very low on coolant so I topped it off. After filling it up and running it for a little bit my "A/C off due to high engine temp" message came on and now shows up everytime I start my car. Also my engine cooling fan comes on at startup and stays on high. If I take out the fuses/relay for the fans my coolant hoses all get hot and will blow hot air but my gauge still stays on cold. Any ideas on what is going on?
