Turn the key to on, set the DIC to show voltage. ***CAN SOMEONE CHIME IN WITH THE NON-RUNNING VOLTAGE *** - if the voltage is low, I would try jumping the car before I changed the starter. If that does not work, check to make sure you have a good ground. By that I mean remove the cable, clean it and replace it. If those things do not work, as a last ditch effort, wrap on the starter to see if the "bendix" or sprag as Robby calls it, is stuck. Could have been caused by power washing the engine bay or using some nasty chemicals.
