Of course, start with fuses and relays.
Confirm that vent positions aren't changing when buttons are pressed or temperature changed. If fan is the only thing that isn't responding, it may be a dead blower motor or resistor.

If fuses and relays check out, HVAC control head unit probably needs to be replaced and then reprogrammed to work with the car.

This could potentially be a junkyard sourced part.
