Are any of the bulbs broken or burnt out? I know blinkers will blink super fast to indicate that one isn't working properly. Not sure if that's what you're talking about or not.

When I installed a trailer hitch, I used one of these devices. It T's into the car's brake lights and converts it so it plugs into the trailer lights. Not sure if OP used one of these or not. Also not sure if this is relevant in any way. Hope this helps.
