That's a lot of boost. The highest I've seen with my ultra gauge (digital gauge that plugs into the OBD II) on my completely stock gen 1 under the right conditions is a little over 18 PSI. Usually it maxes out a little over 16 in the summer and a little over 12 in the winter. The boost is torque limited, so if the air is nice and dense and the intake temperature is low, it won't run full boost because it can meet the torque numbers without as much boost. In the summer when the air is hot, the computer will allow more boost to make up for the less dense air. I've attached a picture of my ultra gauge below.
