Did a little bit of wastegate arm adjustment and am definitely getting more boost as I hoped. Only issue is car breaks up around 60-80mph and I have a strong feeling the cars computer is just resisting it. Any way to solve besides a tune?

The ECM doesn't like modifications that aren't part of it's programmed calibration.

That is a dangerous thing to do to a stock Cruze. I would buy a tune and an aftermarket wastegate if you want to play around.
