The "black book" is published by the national car dealership association (I don't know the formal name) and is supposed to be kept away from the public. It's used to "lower" the value of trades relative to publically available used car valuation guides such as the Kelly Blue Book and NADA guide. Supposedly the difference is to cover preparing a trade for resale.
