Cooling fan wont come on temp goes to 219 then boils out.Have replaced the cooling fan,thermostat,relay ,temp sensors.Still won't work any ideas?

Off hand, I'm not sure at what temperature it's supposed to come on, but 219 doesn't sound all that hot. If you're running the proper mix of anti-freeze and the system is pressurizing, it shouldn't be boiling at 219.

230 on the 1.4 for fan to switch on.

If it's boiling at 219, something's not holding pressure. I'd start with the seal on the overflow tank cap.

219 is the low end of the normal operating temperature for the Gen 1 Cruze.

Yep, but I suspect the engine management system is set up similarly.

I'd do a pressure test if you've replaced the cap and tank. Should hold 20 PSI. Also possible the caps O ring isn't holding pressure. Or there are air bubbles trapped in the cooling system and it's boiling elsewhere away from the coolant temp sensor.
