I was travelling about 15 MPH turning around in a cul-de-sac and a (literally) 75 year-old decides to pass me on the outside of said cul-de-sac and hit the passenger side of my car. $1000 in damage to the right fender.

Who the **** passes on the outside of a cul-de-sac?!?!?!
