I would suggest starting with the service bulletin for the battery cable. Tell your dealer that you have been having weird electrical issues and ask them to look up 'special coverage 14311'

After that, you can have the battery tested, typically for free, at any auto parts store. The stock AC Delco batteries do not have a great life expectancy and as mentioned, voltage fluctuations as in a dead cell or low battery voltage can cause all sorts of weird electrical issues.

I've seen 15.x before when I had a super dead battery and the car was trying to charge it like crazy. Anywhere between 12.x - 14.9 is usually typical of the Cruze with the motor running.

Again, this is sounding more and more like a bad battery/bad cable, or combination of both.
