I always thought that line was for the SAI system, or what's called secondary air injection. There is an electric pump that it leads to. That pump sucks that filtered air into the exhaust stream as an after treatment so to speak to reduce emissions. I believe it operates during cold starts.

I could be wrong, because it looks like the line is before the filter. Can anyone show me where the SAI system is located then on our cars?
