Not, they're not legal.

Additionally, you legally cannot change any external light. Replacing a halogen for an LED, changing the color, changing the housing, adding aftermarket fog lights - anything that changes the lighting from stock is illegal.

Will you get pulled over ONLY for a lighting thing? Probably not (unless it's a burned out bulb, fail to signal, etc)
Will you get ticketed ONLY for a lighting thing? Probably not (again, unless it's a burned out bulb, fail to signal, etc)
If you're speeding, run a stop sign, fail to signal, run over a grandma, AND you have hyperflash/strobing brakelight/etc - then yes that will most likely get tacked on your ticket.

The video shows two modes of operation: mode 1 is continuous flash, mode 2 is flash for two seconds then stay on steady.
Ah didn't watch the whole thing.

Also, @kfr291- I think you're misusing the term hyperflash which led to the confusion we had. Hyperflash is typically used when refering to the side effects of LEDs. What you're referring to is simply strobing, which has been around forever and isn't a new technology.
