By intermittent I mean not cutting in or out but just static when I start the car.

What happens if you tune the radio? In my '89, every now and then on start up, the radio would show the right frequency, but was actually tuned somewhere else. By using the quick set button to go to another station and back, it was fine.

Sounds like an electrical gremlin. Most likely an issue with the radio itself.

I wouldn't rule out the possibility of the battery getting weak. I've heard about older cars that would lose their station presets when the battery voltage dropped too low during cranking.
