Are the pipes rusty or is that something that's burnt on the pipes? The muffler just looks way cleaner than the pipes?

Shipping is hefty for exhaust.
The pipes have light quite a bit of discoloration and a plastic bag melted on one of them. The muffler doesn’t have any discoloration.
