Batteries tend to do better in colder temperatures. Heat kills a battery.
The Spark EV is what's called a "Compliance Car". It's only being sold where GM needs to sell EVs in order to comply with a state law.Electric range is greatly reduced in the winter, I believe this is part of the reason GM only sells the Electric Spark in California and Oregon. To quote part of the article below on the subject:
