That almost looks like it may have been repainted at some point before you purchased it. It does happen. A dealer can get a damaged car and repaint it or replace parts before its sold. Hard to say really. It wouldn't hurt to take it to the dealer you bought it from and have them look at it. Before I traded my 2011 in for a new one my car paint on the bumper look fine except for some rock damage.

They can still list it as new because technically it is new. Not saying it did happen but it does. And with the first 2 years having build issue is possible. The way that is coming off its possible they might fix it for you. It can't hurt to ask.
