Does it pair over Bluetooth when you don't plug it into the USB port?

For music no. It does not pair. But I can use it for the hands free calling over bluetooth and not connected by USB.

In this case you don't have a Bluetooth enabled radio. Open the lower front console up per the first part of the thread I referenced and see if you have a PDIM. If you do you can replace the PDIM with a Bluetooth enabled PDIM.
