If you click the CC (Closed caption) button, youtube automatically generates a Portuguese caption, you can then click the settings button and auto-translate it to English. There are however many discrepancies as youtube has a hard time automatically capturing language and transferring it to text then it is further made complicated by being translated. But you can at least get some of the details that way.

I gave that a try. Seems like the translation was about as bad as not having one. It kept talking about "police" and "government secretary". It was bad to the point of being comical.
