Approximately in this area, it tends to warm up quite a bit whilst driving.

I haven't paid enough attention as to whether it's only when the AC is on, or also warns up when the AC is off.

Cousin has felt the heat twice now during our drives wondering if i had the heater on

Is it normal?

That’s where your heater core is located. I’d be interested to see if you have a coolant leak or maybe your gm coolant has plugged your core. If so that would imped your flow and cause heat to build up there more than usual.
The heater core pipes from the engine compartment come in against the plastic right there.

Not sure what year yours is, but later years added a piece of insulation there to keep the occupant's leg from getting toasty.

There is a coolant leak, yes, don't know if it's plugged the core though

May have to ask my mechanic about that
The Cruze runs hot.

So yes, that part of your car will get noticeably warmer than its surrounds.
Turning the temp dia to all the way cold will stop the flow at the thermostat. Otherwise it's a free flowing loop.

Adding insulation to the area can alleviate most of the issues
Sorry for the late response and thanks for the tip

Will look into that
