Those gouges look like they were caused by the machine that is used to remove the tire from the rim. They are supposed to place a protector over the rim. The scratches are in a perfect circle in the exact place where the metal plate holds the rim to the machine.
Since they are obviously a dishonest dealership, it's going to be extremely hard to get them to pay for it or repair it. You would need to have proof that it was caused by them. I recommend that you never go back to that dealership again, and make sure you let everyone know about your experience. You could post a review on Yelp, but they don't seem to help much. For some strange reason, people continue going to dealerships with bad reviews instead of letting them go out of business. And, GM will do nothing to help you either. They seem to be OK with bad dealerships using their name.
