Turbo scraping and slowing down car.

i have a 2012 chevy cruze 1.4 and my turbo starts making a scraping noise at around 2-3k rpm. when it does if i don’t let off the gas it completely makes the car sort of jump, even when i let off it gives a little jerk as if it’s an aggressive change in back pressure. I’ve checked the turbo oil cooler line it’s completely clean no restriction, pcv is all good new line and valve, no cracks or leaks in or around turbo i’ve fully inspected it. I don’t know what this is and if any of you have had this or know what this please let me know it would be greatly appreciated, my last resort is taking apart turbo. One thing i did notice was the waist gate actuator pin that connects to the turbo looks a little rusted.

How many miles you have.
This is a guess because I have not had any turbo problems so far (apart from the standard crack in the wastegate seat which has almost not effect on performance).

1) It could be your turbo is not spinning and at 2k RPMs it suddenly starts spinning which would suggest the turbo bearings are partially seized.

2) Maybe your wastegate is not seating properly which maybe your wastegate actuator needs a little more tension to seat it properly (probably would need to replace the actuator). In this case the scraping might be high velocity air flowing through the almost closed wastegate seat.

ok i’ll do testing on that and check those
btw this happened recently and i don’t know what’s going on now. i had used a multimeter to check both 02 sensors before and after cleaning them for resistance and voltage, they both are working perfectly fine. I had checked the exhaust system. The exhaust manifold made sure there was no leaks. I had checked the intake, air box and my air filter to make sure it wasn’t dirty or need a new filter. I had checked for any sort of vacuum leaks from every single possible hose under the hood. By the way, this had took in me three days straight of spending 8 to 12 hours straight testing everything I could for anything I could the only thing I did not test and I mean this literally the only thing I did not believe check and test is the fuse box and PCM, what could this mean?

Code P0171,code p0133, code p2096 and code U0100-71. all that once
