The Cruze has electrical power steering assist. Since it's only happening when you turn fast or turn when stopped (dry steering the tires) it sounds like not enough power is able to get to the steering assist to get those wheels moving as those 2 situations will require the most power. I'm no electrical expert so that's just my uneducated opinion. It definitely should not be doing that though. Take it in to your dealer and they'll be able to handle it appropriately.
