My question is ...what happens if you go to a larger bolt size , will the valve cover leak without the bolt sleeve?

To answer your question, read this from Robby:

If you stripped out the threads, install a Helicoil. Take the bolt to the auto parts store. They will have a Helicoil kit that matches that bolt. The kit will usually include a few coils, a tap, a handle for the tap, and a drill bit. Some kits may not have the handle or maybe the drill bit. But those are usually nearby. If necessary, make sure you get the specified drill bit size.

How-To: Replace the Valve/Camshaft Cover (1.4L Turbo)
Helicoil size chart
Valve Cover Bolt Size
Possibly M6-1.0
Torque spec: Install the 6 intake manifold bolts (1) and tighten to 20 N·m(15 lb ft).
