VCI number 2014 cruze

Hello everyone . I don't post a lot because most of the time can find info with out (so much info on this site). But got a good deal (ebay $25.00) on new GM steering wheel with cruse and radio controls an it said no VCI number. I don't have cruse and wanted to add it on. I didn't think you needed any number. I know their is a number programed in like radio and speedo. I know dealer has to go in and turn cruse on in car computer.

I was also looking at remote start and what does it take install that. So far it looks like new key fob and dealer program.
