2013 Chevy Cruze Eco Newer engine and now Turbo issues

Hi all, I had to get my engine block replaced after coolant leak went into the cylinders and ruined it. I had no issues with my turbo before, but after it was done by a chevy dealer, I suddenly had turbo issues. They said there shouldn't be an issue, so they cleared the code. 20 minutes and 15 miles later it came back on.

My normal mechanic read the codes, and it's throwing over and under boosted.

My dad swears it's the valve cover, but some of my mechanic buddies claim it just needs to be adjusted to the newer engine. Turbos are expensive, and I don't want to throw money into this without knowing what it could be. Anyone else have any input, or any experience with this?

New engine had 20k less miles than the rest of the car.

I hope others add their experience and expertise but I always start with the easy things to check.
My experience was that my turbo waste gate pivot pin was sticking. If it sticks open or closed it could trigger over or under boost codes. That seems too coincidental though that it happened after they replaced the block, so I’d guess it’s something else. But again, it’s easy to check.
