I think you have to update the VIN to match your car first.

Each module in the car has the car's VIN programmed into it. If the modules find the VINs don't match, they assume a stolen part has been used and refuse to work.

It's possible the VIN you burned isn't quite right. I seem to remember there was a minor quirk to it - like the first letter/digit was left off.
