Timing chain

2012 Cruze, 1.4 turbo. 129k miles... Engine developed an oil leak and was ran low for a short period of time. It started to idle irrationally at startup and sometimes not start at all. It had p0016 and p0011 codes. I changed oil, replaced both cam position sensors and reset the codes. The p0016 code comes back immediately. It starts fine but idles rough and a little rough. Rougher than normal. When driving it seems fine.

After digging a little deeper, I've pulled the valve cover to replace the gasket and assess the timing. I do not have the actual timing tool kit but I have something that fits in both grooves of the cams. I pulled the #1 plug and put a long screw driver in the hole to piston to the top. With the piston at the top the tool I have will not go in the cam grooves. I have to turn just a little bit farther to get into the exhaust groove and the tool will not go in the intake groove. I have to turn intake cam back slightly to get the tool in. At this point the chain is extremely loose. Is this a sign of a stretched chain?
