Recalls dont expire…
Lots of them do. They have end dates for the recall.

A co-worker of mine owns a 1995 Toyota Avalon. It's in very rough cosmetic shape, but is still his daily driver for 25 years now. At one point in the past there was some engine recall where the solution was every Avalon owner in the recall pool (some range of V-6 engines) got an engine replacement. Well, that recall expired many years ago. There was an end date on it. If you didn't bring your car in to schedule on or before the end date, you didn't get the recall performed because you waited too long.
