If the shutters aren't operating correctly a check engine light will set.

Looking at a 2018+ OEM wiring diagram, I came across a LIN bus, it was labeled a shutter control. LIN is a two-way 1-wire communication bus, so the shutter should be reporting back it's actual position in this application. GM may also have a feedback-loop.

 

When its cold they'll stay closed once they close. The car will reopen them only if it needs the additional cooling.

 

At highway speed, set your cruise control, then climb out your window and crawl on your hood and dip your head over the front end and take a gander through the lower grill, it should be closed...
